Overview
Manpower is seeking to recruit a Health and Safety Specialist to join our client's team.
The Health and Safety Specialist will be responsible for fostering a safe work environment by developing, implementing, and overseeing health and safety policies, procedures, and initiatives across the organization. The role plays a vital part in safeguarding employees, clients, and the public by adhering to and exceeding industry safety standards and legal requirements.
Key Responsibilities
1. Safety Policies & Procedures
- Develop, update, and enforce health and safety policies, procedures, and guidelines in line with local regulations and industry standards.
- Ensure policies are clearly communicated and comprehended by all employees.
- Support management in achieving alignment and consistency in safety procedures across departments.
2. Compliance and Regulatory Oversight
- Stay informed of Maltese health and safety regulations and standards and update the team on relevant changes.
- Ensure organizational compliance with all applicable health and safety laws.
- Keep up-to-date with emerging technologies, equipment, and best practices to enhance workplace safety.
- Maintain a comprehensive library of relevant legislation.
3. Risk Assessment and Mitigation
- Conduct regular on-site and off-site inspections to ensure adherence to safety policies.
- Identify potential hazards and risks within the workplace.
- Develop and implement mitigation strategies to manage these risks effectively.
4. Incident Investigation and Reporting
- Lead investigations into workplace accidents, incidents, and near misses, documenting findings thoroughly.
- Maintain incident statistics and implement strategies to prevent recurrence.
5. Training and Education
- Design and deliver health and safety training programs.
- Promote a safety-conscious culture within the company.
- Conduct induction safety training for new hires, in collaboration with HR.
- Coordinate with internal training and external consultants for health and safety training initiatives.
6. Emergency Response Planning
- Develop and maintain comprehensive emergency response procedures, including regular emergency drills (fire, medical, chemical) across all departments.
7. Promoting a Safety Culture
- Collaborate with department heads and employees to foster a safety-focused culture and provide ongoing guidance on safety matters.
- Document and recommend improvements based on findings from training, inspections, and drills.
- Advise on safety-related aspects in the procurement of new equipment.
- Support the risk assessment process for all equipment and operations.
- Liaise with external regulatory agencies and auditors on health and safety concerns.
- Partner with external consultants for outsourced inspections and assessments.
- Actively participate in the Health & Safety Committee, including preparing and distributing minutes, and addressing employees' safety concerns.
Required Qualifications & Experience
- Diploma in Occupational Health and Safety from the University of Malta or an equivalent qualification (MQRIC Level 5 or higher).
- Proven experience and competence in health and safety management.
- Strong record-keeping skills with attention to detail.
- Research and analytical abilities.
- Excellent written and verbal communication skills in English, with Maltese being advantageous.
- Detail-oriented with exceptional organizational and problem-solving skills.
- Proficient in health and safety software and other relevant computer applications.
- Capable of presenting to diverse audiences, including educational and public settings.
- Strong interpersonal and leadership skills, with the ability to work independently.
- Demonstrated ability to influence others and foster a safety-conscious culture.
